MALTA CITIZENSHIP BY NATURALISATION FOR EXCEPTIONAL SERVICES BY DIRECT INVESTMENT

INTRODUCTION – GRANTING OF CITIZENSHIP FOR EXCEPTIONAL SERVICES REGULATIONS (2021)

The Maltese Citizenship by Naturalisation for Exceptional Services by Direct Investment is an exclusive path to citizenship by naturalisation. Note: The previous Malta Individual Investor Programme (The Malta Citizenship by Investment Programme) has been terminated permanently.

ELIGIBILITY CRITERIA – MALTA NATURALISATION BY EXCEPTIONAL SERVICES

Under the new Naturalisation by Exceptional Services Programme, applicants are offered residence in Malta, leading to citizenship by naturalisation which can be achieved in either of two ways.

1. An individual can either choose to apply for citizenship after one year (12 months) of being a resident of Malta with the contribution of €750,000 payable to the government of Malta; OR

2. Pursue the path of Maltese citizenship after three years (36 months), of course with a difference of €150,000 in the contribution fees at €600,000.

3. Purchase of Property – The minimum property (Real Estate) value is set in at €700,000 EUR & while previously €350,000. The Property must be held for 5 years.

4. Rental of Property – For rentals, the minimum rental amount is at €16,000 EUR , and held for five years. Previously, the rental amount was set at the same rate of €16,000. Note that the property cannot be sublet during this five-year period. A 36-month (or 18-month, by exception) lease agreement or property purchase is required during the residence period.

5. Mandatory Donation – A mandatory donation of €10,000 EUR to a registered sport, cultural, scientific, philanthropic, animal welfare, or artistic non-governmental organization or society, as approved by the Community Malta Agency.

The granting of Citizenship for Exceptional Services Regulations will be limited to a maximum number of 400 successful applicants per year and is capped at 1,500 for the entire regulations.

To be eligible for the Malta Citizenship by Direct Investment, the applicant must meet several obligations below:

  • Be 18 years of age, or older;
  • Pay and invest in the funds as described;
  • Show the minimum residency requirement as detailed;

  • Not be considered a potential national security risk;
  • Not having a reputational risk; and
  • Not subject to criminal proceedings.
